Minutes: The Council’s Licensing Manager introduced her report which explained that the Club had made an application under Section 84 of the Licensing Act 2003 to vary the Club Premises Certificate in respect of 59 Lowfield Street, Dartford, Kent DA1 1HP. The application was to vary the trading hours, with proposed additional conditions as set out in Part 4 to Appendix B of the report as follows:
(a) Relevant licensable activities:
§Sale and supply of alcohol for consumption by or on behalf of the club to members and guests on the premises. §Regulated entertainment, including films, plays, indoor sporting events, the performance of dance, live music and recorded music
(b) Hours for the sale and supply of alcohol:

It was noted that the Council’s Environmental Health Services had submitted a representation to the application as Responsible Authority, and that the attending Environmental Health Officer had been in touch with the Club over the implementation of Additional Conditions which would satisfy her concerns. The Chairman invited the Applicant’s representatives to put their case for variation to the current Club Premises Certificate.
Mr Craig Chapman, Committee Member of Dartford Social Club advised the Sub-Committee that the Club had a long tradition in the Borough dating back over 100 years. The Club was currently run on a social, family friendly basis, but wanted to expand its operation to meet growing demand in Dartford’s night-time economy for longer licensing hours, and to showcase local bands, in addition to providing recorded music. The Club’s hall had recently been used for a Crafts Fair and local schools used the hall for a variety of after-school activities, all of which would benefit from a refurbishment of the Club premises.
The Sub-Committee posed a number of questions to Mr Chapman and the Club’s Bar Manager, Michaela Tebble, and sought clarification on why the Club did not increase its membership to accrue more revenue, apply for individual temporary event notices (TENs) for band nights and what measures it proposed to limit noise and public nuisance concerns expressed by current residents of the adjacent Instone House, and for the future, given the substantial new residential development underway opposite the premises.
