1.    That the Minutes of the Licensing Committee meeting held on 17 September 2019 and the Minutes of the Licensing Sub-Committee meeting held on 10 December 2019 be confirmed as accurate records of those proceedings.

The report from the Licensing Manager informed the Committee that the Council’s current Hackney Carriage and Private Hire Policy was due to expire on 30 April 2020, and asked Members to approve a revised draft policy as set out in Appendix A to the report [agenda pages 25-138 refer].

 

A summary of the proposed amendments to the existing Policy were set out in Appendix B to the report, with the details highlighted in full in Appendix A for Members ease of reference.

 

The Committee was asked to approve the revised draft Hackney Carriage and Private Hire Policy Statement – 1 May 2020 to 30 April 2025 (attached at Appendix A to the report) for the purposes of consultation with the industry and other interested parties, in accordance with national guidance, for a period of 6 weeks.

 

Members were advised that any comments and/or representations received during the consultation process would be incorporated into a further report to the Committee, for Members to consider whether any further changes were required to the draft Policy, prior to its formal adoption by the Committee in final format on 7 May 2020.

 

                        RESOLVED:

 

1.    That Members approve the draft Hackney Carriage and Private Hire Policy Statement – 1 May 2020 to 30 April 2025 attached at Appendix A to the report for the purposes of consultation with the industry and other interested parties;

 

2.    That the consultation be undertaken in accordance with national guidance for a period of 6 weeks;

 

3.    That in the event of comments/representations being received as a consequence of the consultation process, a further report be submitted to Members for the consideration of any changes to the draft Policy, prior to its formal adoption by the Committee in final format on 7 May 2020.
