Hackney Carriage & Private Hire Licensing Policy Review pdf icon PDF 10 KB

To consider the proposal to further extend the end date of the current Hackney Carriage and Private Hire Licensing Policy Statement, to allow consultation with the trade and to consider the response.

Minutes:

The report recommended an extension to the end date of the Hackney Carriage and Private Hire Licensing Policy Statement until 31 March 2014, to allow for consultation with the trade and to consider the response.

The Chairman explained that following the Licensing Committee meeting held on 16 July 2013; a review of the forms and conditions had been undertaken by Legal Services in conjunction with the Licensing Department; rather than just the Hackney Carriage & Private Hire Policy. This wider review exercise had taken longer than anticipated and had impacted adversely on the 8 week Hackney trade consultation period originally due to expire on 25 October 2013. An extension was now required to both properly consult the trade and consider their response.

The Senior Licensing Officer advised that the trade consultation period would now be extended to mid-December 2013. Officers would then assess the trade response together with the Head of Legal Services, with a view to bringing a revised Hackney Carriage & Private Hire Licensing Policy to the Committee for approval before 31 March 2014.

                        RESOLVED:

1.    That the current Hackney Carriage and Private Hire Licensing Policy Statement end date be extended to 31 March 2014 to allow for an extended trade consultation process and consideration of the trade’s response;

2.    To present a revised Hackney Carriage and Private Hire Licensing Policy Statement to the Committee before 31 March 2014.
