Marie Kelly-Stone Head of Legal Services declared a personal interest on behalf of all Officers present at the meeting in staffing matters referred to in Agenda Item 6.
Marie Kelly-Stone Head of Legal Services announced the following declarations on behalf of Members:
In respect of Agenda Item 6, for Parish/Town Councillors, a personal interest by virtue of their Parish/Town Council membership.
In respect of Agenda Item 6, recommendation 3.7 (Members’ Allowances), all Members have a personal interest.
In respect of Agenda Item 6, recommendation 3.8 (Mayoral Allowances), the Mayor and Deputy Mayor have a personal interest.
In respect of Agenda Item 6, recommendations 3.27 (a) (Council Tax Base) all Members resident in the Borough have a personal interest.

Councillor A D Allen declared a personal interest in Agenda Item 6, as she is the Council representative on the Dartford Citizens Advice Bureau, Dartford, Gravesham Local Strategic Partnership, Dartford and District Twinning Association, North West Kent Racial Equality Council Executive Committee and a permit holder under the Concessionary Fares Scheme. The Councillor declared a personal prejudicial interest in Agenda Item 6, as she is Chairman of Dartford Age Concern, a Director of Kent Thameside Groundwork Trust (KCC representative) and a Trustee of One to One Befriending.
Councillor I D Armitt declared a personal interest in Agenda item 6, as he is a Council representative on Darenth Country Park Advisory Group, North Kent Council for Voluntary Service, a member of Dartford and Swanley MENCAP; the Executive Committee of the Dartford Conservative Association who hire a stall at the Dartford Festival, Dartford Twinning Association, a member of Mediation in North Kent and a season ticket holder for Dartford Football Ground, Princes Park. The Councillor declared a personal prejudicial interest in Agenda Item 6, as he is a Trustee of Dartford Age Concern Management Committee, and Chairman of Dartford & Crayford Sea Cadets – T S Anson.
Councillor C Broadley declared a personal interest in Agenda Item 6, as he is the Council representative on the Kent Rail Forum and Vice Chairman of the Greenhithe Community Association.
Councillor A R Brooker declared a personal interest in Agenda Item 6, as his wife is a permit holder under the Concessionary Fares Scheme.
Councillor F G Byrne declared a personal interest in Agenda Item 6, as he rents an allotment from the Council.

Apologies for absence were submitted on behalf of Councillors D R Appadoo, D J Baker, L J Bobby, B B Fitzpatrick, S Karamuth, D E May.
The Mayor informed Members that he had recently attended a reception celebrating the independence of Estonia and the International Kurash Tournament held at the Dartford Judo Club where the Kurash team and entourage were very impressed by the facilities available.
The Mayor will announce his decision as to whether there are any urgent items.
The Mayor announced that no urgent items had been submitted for consideration.
To set the level of expenditure for Dartford Borough Council capital and revenue budgets for 2007/2008, to approve the level of rents chargeable for Housing Revenue Account dwellings for 2007/2008, to agree the level of Council Tax for Dartford Borough in its parished and unparished areas and to determine sundry related matters.
The Managing Director’s report, Revenue and Capital Budgets 2007/2008, which set out the proposals for the Council’s budget for 2007/2008, was presented to Members. The report, which included the revenue and capital estimates, identified the level of precepts for Kent County Council, the Kent Police Authority, Kent Fire and Rescue and the Town and Parish councils within the Borough.
Members were requested to set the level of expenditure for Dartford Borough Council capital and revenue budgets for 2007-2008, to approve the level of rents chargeable for Housing Revenue Account dwellings for 2007/2008, to agree the level of Council Tax for Dartford Borough in its parished and unparished areas, and to determine sundry related matters.
In accordance with Standing Order 16(4), a motion was proposed, seconded and carried, to allow extra time for Leaders of the Political Groups to deliver their speeches on the budget report.
The Leader, in his speech, reminded Members of the key achievements which had been delivered during the current financial year, as shown below:-
The Leader, brought to the attention of Members that the fax line budget for Members has been deleted. Members on the new Council following the May elections will be offered a choice of IT and communication facilities so as to better meet individual circumstances.
The Leader, summed up by stating that whatever the outcome in May, Dartford Borough Council must continue to work towards the regeneration of Dartford. Any future administration must ensure that the residents of Dartford are involved in all stages of regeneration, be it Lowfield Street, Central Park or new road traffic systems.
The recommendations set out in paragraph 3 of the report, Revenue and Capital Budgets 2007/2008 (paragraphs 3.1 to 3.30) were moved by the Leader of the Council, Councillor J A Kite and seconded by Councillor A R Martin.
The Shadow Leader, Councillor G T Prout, brought to Members’ attention that the success of the Conservative administration was mainly due to the monies received from the Labour Government. Fastrack was now an accomplished bus service, championed by a Labour member, yet missed from the Leader’s list of achievements.
Councillor G T Prout told Members that he had two amendments to put to the Council.
The first amendment was moved by Councillor G T Prout and seconded by Councillor M J Bryant:
That the budget for major grants (i.e. to Citizens’ Advice Bureau, Council for Voluntary Service and Groundwork) be increased as follows:
Citizens’ Advice Bureau +£10,000
Council for Voluntary Service +£ 5,500
Groundwork +£ 1,500
to be funded from the General Fund balance.
