The Head of Legal Services declared a personal interest, on behalf of all Officers present at the meeting, in staffing matters referred to in Agenda Item 7 – Revenue and Capital Budgets 2007/08.

 

The Head of Legal Services announced the following declarations on behalf of Members present:

 

In respect of Agenda item 7, for Parish/Town Councillors, a personal interest by virtue of their Parish/Town Council membership.

 

In respect of Agenda item 7, recommendation 3.7 of the report (Members’ Allowances and Mayoral Allowances), all Members have a personal interest.

 

In respect of Agenda item 7, recommendation 3.8 of the report (Mayoral Allowances – standard rate of income tax), the Mayor and Deputy Mayor have a personal interest.

 

In respect of Agenda item 7, recommendation 3.27 (a) of the report (Council Tax Base) all Members resident in the Borough have a personal interest.

 

In respect of Agenda item 7, recommendations 3.27(b) and 3.28 of the report (Parish/Town Council Tax Base/Precepts) Councillors Mrs A D Allen, I D Armitt, L J Bobby, S H Brown, P F Coleman, S East, D A Hammock, D E Hunnisett,  S Johnston, J A Kite, E J Lampkin, A R Martin, V Openshaw, R S L Perfitt, M I Peters, B E Read, Mrs J A Rickwood, P J Scanlan and Mrs P A Thurlow have a personal interest.

 

Councillor Mrs A D Allen declared a personal interest in Agenda item 7, as Council representative on the F W A Dartford Family Support Service and as she holds a permit under the National Bus Concession Scheme.  She also declared a personal prejudicial interest in Agenda item 7, as a trustee of Dartford Citizens Advice Bureau, a director of Groundwork Kent and Medway, a trustee of One to One Befriending, a trustee and chairman of Dartford Age Concern, a trustee of Homestart North West Kent and as a member of the Management Committee of Age Concern Swanscombe and Greenhithe Ltd.  

 

Councillor C Angell declared a personal prejudicial interest in Agenda item 7, as a trustee of the Dartford Citizens Advice Bureau.

 

Councillor I D Armitt declared a personal interest in Agenda item 7, as a member of Dartford, Gravesham and Swanley Mencap Ltd, as a member of the Executive Committee of the Dartford Conservative Association which hires a stall at the Dartford Festival, as a supporters’ club member of Dartford Football Club and as Vice President of Dartford District Scouts Association.  His daughter is also an employee of The Orchard Theatre and his wife a member of The Orchard Premiere Club.  He declared a personal prejudicial interest in Agenda Item 7, as a trustee of Dartford Age Concern.

 

Councillor D J Baker declared a personal interest in Agenda item 7, as a member of the Acacia Hall Club and the Dartford Harriers.  He declared a personal prejudicial interest in Agenda item 7, as a director of Central Park Athletic Club.

To report the result of the by-election held on 21 February 2008.

Minutes:

The Managing Director announced the results of the by-election held on 21 February 2008, and that Councillor P Kelly was elected as the new Member for Princes Ward.

 

The Shadow Leader, Councillor G T Prout, congratulated Councillor P Kelly on his election.  He believed that the late Councillors Vic and Margaret Stock would be pleased that Councillor Kelly was following in their footsteps.

 

The Leader of the Council, Councillor J A Kite, welcomed newly elected Councillor P Kelly to Dartford Borough Council.

To set the level of expenditure for Dartford Borough Council capital and revenue budgets for 2008/2009, to approve the level of rents chargeable for Housing Revenue Account dwellings for 2008/2009, to agree the level of Council Tax for Dartford Borough in its parished and unparished areas and to determine sundry related matters.

The Managing Director presented the Revenue and Capital Budgets 2008/2009 report, which set out the Council’s budget for 2008/2009. The report, which included the revenue and capital estimates, identified the level of precepts for Kent County Council, the Kent Police Authority, Kent Fire and Rescue and the Town and Parish Councils within the Borough.

 

Members were asked to set the level of expenditure for Dartford Borough Council Capital and Revenue Budgets for 2008/2009, to approve the level of rents chargeable for Housing Revenue Account dwellings for 2008/2009, to agree the level of Council Tax for Dartford Borough in its parished and unparished areas, and to determine sundry related matters.

 

In accordance with Standing Order 16(4), a motion was proposed, seconded and carried, to allow extra time for Leaders of the Political Groups to deliver their speeches on the Budget report.

 

The Leader of the Council, Councillor J A Kite, in his speech, thanked the Deputy Leader, his Cabinet, Swanscombe & Greenhithe Residents’ Association, and the Management and Finance Teams for their advice and assistance with the budget.  He reminded Members of the key achievements of the current financial year:-

 

-          The Big Bin Vote, where residents chose to retain weekly collections;

-          The opening of Ebbsfleet International Station;

-          The first residents moving into the Bridge development;

-          The Acacia Hall Sports Centre achieved a record number of users.

 

However, he was disappointed that, because of underfunding by central Government, efficiency savings needed to be made and council tax needed to be increased.   He supported the proposed staffing restructure as the Council needed to review the way it conducted its business with its customers.  The Council would continue to work on reducing crime and disorder, and seek alternative funding to maintain successful schemes, such as Grabbacab.

 

He advised of the projects which were planned for the future and announced that following the success of the Princes Park Community Stadium, two mini community pitches would be built there.  More responsibility would be transferred to Dartford Football Club in a series of planned phases, to give the Club more control of its home ground.

 

He advised that a grant would be given to Fleetdown United Football Club in memory of Matthew Hobbs, a local school boy, who had been tragically killed on his way to school in January.  He also advised of the introduction of a ‘Salute to Youth’ grant scheme, which would be used to assist traditional group activities for young people.

 

The Leader moved the recommendations set out in paragraph 3 of the report and these were seconded by Councillor A R Martin.

 

The Shadow Leader, Councillor G T Prout, advised that in spite of funding having been reduced, many of the schemes set out in the budget could not be achieved without funding from central Government.
