Apologies for absence were submitted on behalf of Councillors Burrell, Grehan, McLean and Mrs Peters,

 

The Board noted the appointment of Councillor Oguntope as a substitute for Councillor Grehan.

The Clerk to the Board explained the fire evacuation procedure and the arrangements and constraints relating to Filming or Recording of the Meeting.

Minutes:

It was noted that there were had been no declarations of interest received, although Councillor Maddison informed the Board that he was an acquaintance of the applicant for Item 10 on the Agenda.

The Chairman introduced Ms Whyment who spoke in support of the application.

 

Concern was expressed by Board Members at the impact of the proposals on the surrounding area and residents, in terms of traffic and parking, noise and activity.  However the Board Members concluded that their concerns could be controlled through appropriate planning conditions, including additions and amendments to the conditions in the officer report including the imposition of a personal condition limiting the use to that of the applicant after having heard from the applicant on the proposed operation and management of the proposed use

 

 

RESOLVED

 

That the application is approved subject to

 

a)      The Conditions and Reasons set out in the report

 

b)      The amendment of Condition 8 to read

 

 

8.   2 No. existing parking spaces to the rear of the property (the garage and space to the front of this) shall be retained and kept available for such use at all times and no development whether permitted by the Town and Country Planning (General Permitted Development) Order 2015 or not or any amendment thereto, shall be carried out on that area of land or to preclude vehicular access thereto. The garage shall not be used for storage of materials ancillary to the use hereby approved which would preclude the use of the parking space by a vehicle.

 

Reason: To ensure the permanent retention of satisfactory car parking facilities in accordance with the Local Planning Authority's standards and Policies DP4 and DP5 of the adopted Dartford Local Plan.

 

c)       The addition of the following Conditions and Reasons

 

9.   This permission shall enure only for the benefit of Krystal Whyment and it shall not enure for the benefit of the land or any other person or persons for the time being having an interest therein.

Reason: Permission would not otherwise have been forthcoming bearing in mind the residential character of the area and the limited car parking in the area and in accordance with Policy DP2 and DP5 of the adopted Dartford Local Plan.

10.   No more than 8 children shall be cared for as part of the childminding business hereby approved at any one time.

 

Reason: In the interests of residential amenity and highway safety in accordance with Policy DP5 of the adopted Local Plan.

 

11.   No more than one (1) member of staff who is not resident at 1 Prioress Crescent shall be employed in connection with the childminding business hereby approved.

 

Reason: In the interests of residential amenity and highway safety in accordance with Policy DP5 of the adopted Local Plan.

The Chairman introduced Mr Mosaid who spoke opposing the application.

 

Members expressed some concern at the impact on the local residents of the loss of parking space resulting from the development and moved that an additional condition be imposed requiring the protection and retention of the other parking spaces on site.

 

RESOLVED

 

That the application be approved subject to

 

1.       the Conditions and Reasons set out in the report.

 

2.       The addition of the following conditions and Reasons

 

Condition 6:

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 a minimum of 6 car parking spaces shall be retained on site at all times and these spaces shall be available for such use at all times and no development whether permitted or not shall be carried out on that area of land or to preclude vehicular access thereto.

 

Reason:

To ensure the permanent retention of satisfactory car parking facilities in accordance with the Local Planning Authority’s standards and PoliciesDP2 and DP4 of the adopted Dartford Local Plan

Minutes:

The board received a report on the performance of the Development Management section for the quarter October to December 2019 and noted that the data reflected performance in excess of targets.

 

The Chairman asked that congratulations be passed to the officers within the section on achieving this performance despite ongoing staff problems.
