Proposal

The demolition of an existing dwelling and the erection of a building containing five apartments and four 3 bedroomed dwellings.

The Board received a report seeking permission for the demolition of an existing dwelling and existing structures and the erection of a three storey apartment building containing 5 apartments (2 x 2 bed and 3 x 1 bed), erection of 4 x 3 bedroom dwellings, widening of existing vehicle access and the construction of an access road, parking, amenity space (private and communal) and landscaping.

 

Members’ attention was drawn to the update circulated.

 

The Chairman introduced Mr Thomas who spoke in support of the application.

 

Members discussed the application and the site visit which had taken place.

 

Considerable concern was expressed at the levels of traffic noise experienced during the visit to the site. 

 

It was noted that traffic noise levels were projected using on - site readings and computer modelling, taking into account proposed attenuation measures.  Members were concerned that noise surveys undertaken were representative of normal traffic noise when the A282 was flowing.

 

RESOLVED

 

To defer determination of the Application to a future meeting

 

1.    To allow consideration of further noise surveys to be conducted at the site over longer periods; and,

 

2.    That an Officer from the Environmental Health Service attend that meeting to explain the noise assessment.

Condition:

Before commencement of the development hereby approved, details of existing and proposed levels of the land, including cross-sections through the front vehicular turning area and front boundary as well as details of all retaining walls, shall be submitted to and approved by the Local Planning Authority.  Development shall be carried out in accordance with the approved details.

 

Reason:

In order to secure a satisfactory form of development having regard to the sloping nature of the site and visual amenities in accordance with Policy DP2 of the adopted Dartford Local Plan.

Members expressed concern at the design and size of the proposed development and its harm to the visual amenities and character of the area. 

 

RESOLVED

 

That the Application be refused for the following reason:

 

The proposed front and rear dormers by virtue of their bulk and design would dominate the roof slope of the dwelling and disrupt the simplicity and rhythm of the design of the terrace and its roofscape.  The dormers would be out of character in the street scene and would be harmful to the visual amenities of the surrounding area contrary to Policies DP2 and DP7 of thwe adopted Dartford Development Policies Plan 2017.
