Minutes:

Councillor Oakley-Dow declared an interest in respect of agenda item 6, application 19/00600/FUL Phases 2 and 3, Land East of Lowfield Street as he had raised objections to the proposal at a meeting of the Deed, Trust and Obligations Committee and could therefore be considered to have predetermined the matter. Councillor Oakley-Dow left the meeting during consideration of this item and took no part in the debate or decision making.

 

Councillor Perfitt declared a prejudicial interest in respect of agenda item 9, application 18/01501/FUL, Land Adjacent to Warner House, Cotton Lane, Stone, Kent as the applicant is his nephew and he has a financial interest in the property. Councillor Perfitt left the meeting during consideration of this item and took no part in the debate or decision making.

 

There were no other declarations of interest.

Proposal

The detailed planning permission for the erection of 280 dwellings, including a detailed landscape strategy, car parking, new internal access roads and associated infrastructure and earthworks.

In accordance with the interest declared at the start of the meeting Councillor Oakley-Dow left the meeting during consideration of this item and took no part in the debate or decision making.

 

The Board considered an application in respect of land to the east of Lowfield Street, Dartford which sought detailed planning permission for the erection of 280 dwellings including a detailed landscape strategy, car parking, new internal access roads and associated infrastructure and earthworks.

 

The Chairman introduced Mr Paul Nicholls who spoke against the Officer recommendation to approve the application and Mr Jamie MacArthur who spoke in favour of the recommendation.

 

Members’ attention was drawn to the update that had been circulated.

 

            RESOLVED:

 

1.    That planning permission be granted for the reasons set out in the report subject to conditions and informatives therein and in the the update report, and the satisfactory prior completion of a Section 106 Agreement within six months of the date of this resolution.

 

2.    That delegated authority be given to the Development Manager or Head of Regeneration:

-to make minor amendments to the conditions and drawings numbers as necessary prior to the issue of the planning permission.

-to resolve the issues raised by the Environment Agency such that they remove their objection to the application before a decision is issued and to add/amend any necessary conditions to meet their requirements.

-to resolve the concerns raised by Kent Highways with regard to Block I car park egress.

-to consider any further representations received with regard to the application in response to the recent re-consultation and any other consultation that may be necessary should the Environment Agency or Kent Highways require amended plans. If any issues are raised in representations not covered within the agenda report and update report that a decision is issued in consultation with the Chair, Vice Chair and Shadow Chair of the Development Control Board.

Consultation on the Dartford Local Plan Review Preferred Options pdf icon PDF 225 KB

The Development Manager introduced a report which presented the current consultation on the review of the Local Plan at the mid-stage phase and the ‘Preferred Options’ document indicating the proposed direction of travel in producing a new Local Plan.  The Development Manager advised of the revised consultation period due to the General Election. The report described the direction of travel for long term development in the Borough until 2036, and summarised the content, including the vision/objectives, preferred options and alternatives and timetable for submission with a view to the plan being formally adopted in 2021 following publication of a final document in Spring 2020, submission to the Secretary of State and examination by an Independent Planning Inspector. The report also outlined studies carried out to support the new Local Plan, the Five Year Deliverable Housing land Supply and the proposed public consultation process. 

 

The report contained a key diagram on page 160 of the agenda which illustrated the long term sustainable development pattern for Dartford and it was confirmed that there would be no strategic release of green belt land for housing given the Council’s strong position in terms of delivering housing without the need to build on the green belt.  The Local Plan would focus development in Dartford Town Centre and Ebbsfleet Garden City.  Ebbsfleet Central, Kent Road/Hythe Street and the former Littlebrook Power Station site were proposed as strategic sites for development. There were still uncertainties over the theme park development on the Swanscombe peninsula so the preferred approach was for this to be potentially developed as a lower density mixed use development including some residential, enhanced employment and a park. The ‘Preferred Options’ document would go through a six week public consultation process starting in December, after the date of the General Election, and would run until late January.

 

Members noted that the Draft Local Plan had already been considered by the Leaders’ Advisory Group on the Local Plan, Cabinet Advisory Panel A and by the Cabinet, all of which had supported the Draft Local Plan. In view of earlier discussion around the provision of gypsy sites a Member highlighted section K in the plan and noted a distinct north/south split on either side of the A2 in the locations of existing gypsy sites and pointed to the need to avoid an overconcentration of sites in one part of the borough. He said that he would be responding to the consultation in addition to submitting the views of his parish council and urged Members to respond and to consider question 23 in the consultation document very carefully. The Board noted growing demand for gypsy and traveller sites and the current under-provision and that some sites where temporary permissions had been granted had not been taken up and had lapsed. It was noted that the Gypsy and Traveller Accommodation Assessment which was being undertaken would consider these matters and would also list the sites and those that had fallen out of use.
