Apologies for Absence

Minutes:

Apologies for absence were submitted on behalf of Councillors Mote, Oakley - Dow and Perfitt.  Councillor Perfitt expressed particular regrets at being absent as he was undertaking an unforeseen Mayoral engagement.

 

The Board noted the appointment of Councillors Davis and Edie as substitutes for Councillors Mote and Oakley – Dow.

 

The Chairman welcomed Councillors Gaskin and Oguntope to the meeting.

 

The Board was informed that Councillor Gaskin was in attendance as she had sought permission to address the Board as local ward member in respect of application 19/00856/COU relating to the change of use of 35 -37, Temple Hill Square, Dartford, Kent.  DA1 5HY.  Councillor Oguntope was attending as an observer.

Fire Evacuation Procedure and the Arrangements and Constraints relating to Filming or Recording of the Meeting

Minutes:

The Clerk to the Board explained the Fire Evacuation procedure and the Constraints and arrangements relating to the filming or recording of the meeting.

The Board received a report on an application for the change of use of 35 Temple Hill Square from Use A1 (retail/dry cleaners) to Use A3 (restaurant and cafe) to provide ancillary seating for the existing cafe at 37 Temple Hill Square, and a new shop front.

 

Members’ attention was drawn to the update circulated.

 

The Chairman introduced Mrs Rajinder Kaur who spoke opposing the application and Mr Cevedet Cesuroglu who supported it.

 

The Chairman gave permission to Councillor Gaskin, as one of the local ward members to address the Board on this application.

The Board considered a planning application for the conversion of a building into 6 residential units with ancillary external works to provide new doors for bike storage, together with a Listed Building Consent application for external works.

 

Members’ attention was drawn to the update circulated.

 

Members expressed concern that the wooden construction of the building could present a significant fire risk to residents. The Development Manager advised that this is a matter that would be considered under Building Regulations.

 

RESOLVED

 

That the applications be approved subject to 

 

1.    the Conditions, Reasons and Informatives contained in the report; and,

 

2.    the addition of a further Informative recommending a high standard of fire suppression be installed in the building.

RESOLVED

 

That the application be refused for the reasons set out in the Report.

Minutes:

The Board received a report presenting the Council’s approach for the enforcement of planning matters in Dartford, as recommended in the National Planning Policy Framework 2019.

 

It was reported that the document provided an opportunity for the Council to set out how it would investigate planning complaints, monitor development and decide on what action to take. It was noted that there was no change to the way the service operates.

 

Concern was expressed that Ward Councillors are sometimes involved in decisions relating to the expediency of taking enforcement action in their Ward. This was part of the delegations given to officers to close enforcement cases.

 

It was noted however that if Members did not agree that the enforcement case could be closed then the matter would be referred to the Board for consideration.

 

RESOLVED that:

 

The Board endorsed the report and the Enforcement Plan 2019.
