Proposal

The clearance of the site, building operations and other operational works to the existing cliffs to enable the erection of an adventure centre comprising a reception building, aerial trekking course, 360 vertigo swings, skydiving machine, zip wire, zip wire tower, and landing platform, “giant swing” adventure platform and external rock climbing wall, with associated hard and soft landscaping.

The Board considered an application to enable the clearance of land to the west of Bluewater Parkway, building operations and other operational works to the existing cliffs for the erection of an adventure centre. This would include the provision of a reception building; aerial trekking course; 360 vertigo swings; skydiving machine; zip wire; zip wire start tower and landing platform; giant swing; adventure platform and external rock climbing wall; with associated hard and soft landscaping.

 

Members’ attention was drawn to the circulated update.

 

The Chairman introduced Mrs Julie Partridge who spoke against the proposal but requested that Members consider the imposition of specific conditions if they are minded to approve the application and Mr Brian Phelps who spoke in support in support of the application.

 

In response to Members questions Mr Phelps clarified aspects of the application and the operation of the adventure centre. He also confirmed that he would be happy to accept additional conditions. Officers provided further advice on the additional conditions requested and that it would be possible to include some of these in the conditions attached to the application but that some aspects were already provided for in the conditions listed in the report. Members also questioned the level of access and car parking for people with disabilities and whether parking could be provided nearer to the reception area. It was agreed that Officers would discuss this further with the developer and impose a condition relating to the disabled car parking arrangements. 

 

 

            RESOLVED:

 

That planning permission be granted for the reasons set out in the report and subject to the conditions set out therein, with amendments and additional conditions to address the following:

 

  1. Condition 10 to be varied to include a restriction preventing opening on 25th December.
  2. Addition to condition 11 - No external lighting should be extended to the construction period.
  3. New condition requiring/preventing any external sound system or music to be played.
  4. A new condition that no construction vehicles, or vehicles used by workers engaged in the construction to be permitted to park on St James lane or private road for nos 46 -56 St James Lane.
  5. A new condition to be added to ensure that measures for access to the reception building for disabled users is submitted and agreed.

The Board considered an application for the demolition of an existing bungalow, outbuilding/shed and garage at 15 Fawkham Avenue, Longfield, DA3 7HS, and permission for the erection of a 5 bedroom house, with basement, loft conversion, associated parking and amenity space provision.

 

Members’ attention was drawn to the circulated update and the Development Manager recommended that the conditions in the report be amended as follows:

 

  • Drawing number 7504/09 be amended to Rev05 on condition 2 to show the retained hedging;

 

  • Condition 5 be amended to require the provision of existing and approved ground levels details with the landscaping scheme; and

 

  • An additional condition be imposed requiring the existing and proposed ground levels of the proposed dwelling to be submitted.

 

            RESOLVED:

 

That planning permission be granted for the reasons set out in the report and subject to the conditions set out therein and those recommended by the Development Manager above.

Proposal

The development of a Gypsy and Travellers’ caravan site for 11 pitches (including existing site manager’s accommodation) and change of use of part of area to associated children's play / amenity area

The Board considered an application which sought planning permission to increase the number of pitches within the existing approved traveller site at Hillside Farm, Darenth Hill DA2 7QR, from 6 pitches (including the site managers’ static mobile home) to 11 pitches (including the site managers home) and a change of use of part of the land to an associated children’s play/amenity area.

 

Members’ attention was drawn to the circulated update.

 

Members sought, and received, clarification on certain aspects of the application and how the application might impact on the five-year supply of Gypsy and Traveller sites in the Borough. It was noted that the application related to an existing traveller site and that the proposal did not increase the area used for caravans and related built facilities. The proposal performed well against the Council’s planning policies, would not materially harm the character, appearance and openness of the Green Belt, and the limited increase in the number of pitches would not detrimentally affect adjoining occupiers or create parking/highways issues. The content of the application would also meet the requirements for granting a Caravan Site Licence and between that Licence and the conditions applied to the planning application would provide the Council with greater enforcement options to regulate the use of the site. Members raised concerns about erosion of the Green Belt but accepted that given that this was an existing site it made sense to grant the application and that it would be difficult to reject on planning grounds. Members did however feel that there should be additional landscaping, possibly including the planting of evergreen trees, to the east of the site and requested that a condition be imposed to require this so that the caravans should not be as visible to the surrounding area all year round.

 

The Vice-Chairman informed Members that considerable work had been carried out by Officers and himself to ensure that the application met planning requirements and delivered the most acceptable result possible in the circumstances and thanked Officers for their endeavours.

 

            RESOLVED:

 

That planning permission be granted for the reasons set out in the report and subject to the conditions set out therein, and an additional condition requiring additional landscaping to the east of the site.
