Apologies for Absence

Minutes:

Apologies for absence were submitted on behalf of Councillors Bardoe, Burrell, Hayes, Maddison, Mote, Perfitt, Mrs Peters

 

The Board noted the appointment of Councillors Davis, and D L Reynolds as substitute Members for Councillors Bardoe and Burrell respectively.

 

The Chairman welcomed Ms Angela Coull to the meeting, Ms Coull a KCC Highways Engineer had been invited to advise members on any Highways matters which might arise from the Applications to be considered this evening.

Declarations of Interest

To receive declarations of interest from Members including the terms(s) of the Grant of Dispensation (if any) by the Audit Board or Managing Director.

Minutes:

There were no declarations of interest received, although Councillor Pat Kelly informed the Board that he was a resident of North Road, Dartford, and that item 9 on the Agenda related to that road.

Proposal

Outline application for erection of an 8 form entry secondary school, up to 140 residential dwellings in total across 2 sites and provision of 19ha of public open space (all matters reserved except access)

The Board received a report on an application for outline permission for the erection of an eight form entry secondary school, up to 140 residential dwellings in total across two sites and provision of 19ha of public open space, with all matters reserved except that of access.

 

Members’ attention was drawn to the update circulated.

 

The Chairman introduced Mr Winchester who spoke opposing the application.

 

It was noted that a report on the reserved matters arising from the Application would be submitted to the Board in due course, and that Officers would consider the introduction of parking controls along the new access to the school site  from London Road at the reserved matters stage. 

 

RESOLVED

 

That the Application be approved subject to

 

      i.        The Conditions, Reasons and Informatives set out in the report,

 

    ii.        The amended Conditions and Reasons set out in the Update, circulated.

 

   iii.        The completion of a relevant S106 agreement by the applicant, securing obligations detailed in paragraph 131 of the report.

Proposal

Application for the variation of Condition 2 of planning permission DA/15/01167/FUL (granted on appeal) to allow the formation of a larger parking bay.

Minutes:

The Board received a report on an application to vary Condition 2 of planning permission DA/15/01167/FUL which was granted on appeal, to allow the formation of a larger parking bay at the property.

 

A Member informed the Board, as a point of information,that previous advice from KCC Highways prohibited a parking bay closer than 20 metre to the junction of Princes Road and North Road, and that this was cited in the previous scheme refusal.

 

However the KCC Highways policy relating to vehicular crossovers now requires a maximum distance of fifteen metres from the Junction. The proposed extension to the parking bay would be 16m from the junction and therefore KCC highways no longer raise an objection.

 

 Members expressed concern at the change in policy and sought advice with regard to the reason for this.  Ms Coull advised that she thought it would have been based on evidence relating to road safety but agreed to look into the reasoning behind the change, and report her findings back to the board

 

 

RESOLVED

 

To approve the variation of planning permission DA/15/01167/FUL to allow the formation of a larger parking bay at the property and its reissue subject to the amended Conditions and Reasons set out in the report.

Minutes:

The Board received a statistical analysis of the work undertaken by the Development Control division for the period 1 July to 30 September 2018.

 

The Chairman thanked the Development Control Officers for their hard work demonstrated by the statistical returns and drew Members’ attention to the numbers of cases which were being dealt with on a regular basis.

 

Members noted the information.

As this was the last meeting of 2018 Councillor Hunnisett thanked all Board Members and Officers for their hard work in the year and wished all a Happy Christmas and a peaceful and prosperous New Year.
