Apologies for Absence

Minutes:

Apologies for absence were submitted on behalf of Councillors Armitt and McLean.

 

The Board noted the appointment of Councillors D L Reynolds and Thurlow as substitutes for Councillors Armitt and McLean respectively.

 

The Chairman welcomed the substitute Members together with Mrs Emma Eisinger, Planning Officer and Ms Morenike Olaogun, Democratic Services Officer, to the meeting.

 

In the absence of Councillor Armitt, the Chairman requested that a Member assist him to conduct of the meeting.

 

RESOLVED

 

That Councillor Perfitt assist the Chairman in the conduct the meeting.

Fire Evacuation Procedure and the Arrangements and Constraints relating to Filming or Recording the Meeting

Minutes:

The Clerk to the Board explained the Fire Evacuation procedure and the arrangements and constraints regarding filming or recording the meeting.

Minutes:

The Board received a report on an application for the erection of a detached 3 bedroom house.

 

The Chairman introduced Mrs Rachael Dixon who spoke against the Officer recommendation for the refusal of the Application.

That the Application be refused for the reasons set out in the Report.

Proposal: The provision of a new “drive through” lane, with side-by-side ordering and the refurbishment of the restaurant, which includes 30.6 sqm of extensions, incorporating new “drive through” booths, an enlarged freezer/chiller and managers' office, with associated works to the site.  New site access/egress, with the relocation of the car park and a new patio area, remote corral at the north of the site, installation of two customer order displays with associated overhead canopies.

 

Recommendation: Refusal

Minutes:

The Board received a report on an application for the construction of a new drive -through lane at the restaurant, with side-by-side ordering booths, the refurbishment of the restaurant, including 30.6 square metres of extensions, incorporating new drive through booths, an enlarged freezer/chiller with a new extraction ducting to rear, and associated works to the site.  The construction would also include new site access/egress, with the relocation of the car park and a new patio area, a remote corral at the north of the site, and the installation of 2 customer order displays with associated overhead canopies.

 

Members’ attention was drawn to the update circulated.

 

The Chairman introduced Mr Paul Shaw who spoke against the Officer recommendation to refuse the Application and Mr Peter Harmon who supported the recommendation.

 

 

RESOLVED

 

That the Application be refused for the Reasons set out in the report.

18/01018/FUL Land to the Rear of 37 - 41 Brentfield Road, Dartford, Kent pdf icon PDF 1 MB

Proposal: The erection of six semi-detached, three bedroom dwellings, with associated parking and amenity space, an access road and the demolition and rebuilding of No. 41 Brentfield Road.

 

Recommendation: Approval.

Minutes:

The Board received a report on an application for permission for the erection of six semi-detached, 3 bedroom dwellings, with associated parking and amenity space together with an access road and the demolition and rebuilding of No. 41 Brentfield Road, Dartford.

 

Members’ attention was drawn to the update circulated.

 

The Chairman introduced Ms Alison Couchman who spoke against the application and Mr Adeleye who supported it.

 

Concern was expressed regarding access to the site during the construction of the proposed development and Members asked that a management plan for vehicles accessing the site be added to the conditions for approval

 

Additionally it was noted that the Applicant was currently in consultation with Officers regarding the use of at least one of the proposed properties for the self – build.

 

RESOLVED

 

That the Application be approved subject to the Conditions, Reasons and Informatives set out in the Report, subject to

 

1.    the amendments to the Conditions as set out in the update circulated

 

2.    the Amendment of Condition 7 to read

 

No development shall take place, including any works of demolition, until a Construction Method Statement has been submitted to, and approved in writing by, the local planning authority.  The approved Statement shall be adhered to throughout the construction period.  The Statement shall stipulate a scheme for:

 

·         the parking of vehicles of site operatives and visitors;

 

·         loading and unloading of plant and materials;

 

·         storage of plant and materials used in constructing the development;

 

·         the erection and maintenance of security hoarding;

 

·         measures to control the emission of dust, dirt, noise and vibration during construction including wheelwashing;

 

·         a scheme for recycling/disposing of waste resulting from demolition and construction works;

 

·         delivery times, demolition and construction working hours.

 

·         A management plan for vehicles accessing the site

 

3.    The addition of the following to the list of Informatives

 

The Developer is reminded of the commitment made to Members of the Development Control Board on 11 October 2018 that the site would be offered for self - build housing to people on the Council’s Self – Build Register.  The Developer is advised to contact the Council’s Planning Policy team via ldf@dartford.gov.uk.

The Board considered a report on an Application for the variation of Condition 2 (Approved Drawings) for planning permission DA/16/01187/FUL in respect of alterations to an extension.

 

The Chairman introduces Mrs Mulvihill who spoke against the recommendation and Mr Dovey who supported it.

To defer consideration of the Application to allow Officers and the applicant the opportunity to further discuss the application.

Decisions Taken Under Delegated Powers pdf icon PDF 115 KB

Minutes:

Members received, for information, a report on the decisions taken by Officers under delegated powers for the period 31 August to 26 September 2018.

 

It was noted that a number of recent appeals against Board decisions had been rejected by planning inspectors and that reflected very favourably on the work of our Officers and the strength of the Planning Policies formulated.

 

The Chairman asked that our appreciation of this be placed on record and our thanks be conveyed to all concerned.
