Apologies for Absence

Minutes:

Apologies for absence were submitted on behalf of Councillors Armitt, Bardoe, Burrell, Hayes and Mrs Storey.

 

Councillor Denzil Reynolds attended the meeting as a substitute for Councillor Armitt.

 

In view of the absence of the Vice-Chairman, the Chairman invited Councillor Perfitt to assist him on the dais, with the consent of the Board.

 

The Chairman also welcomed Colin Alden, Environmental Health Officer to the meeting.

Proposal

 

Provision of a seasonal events marquee in pub garden.

 

Recommendation

 

Temporary planning permission be granted.

Minutes:

The Board considered an application for permission for the erection of a marquee in the pub garden of the Ship Inn public house, Red Street, Southfleet to be used for seasonal events both for private functions and events in association with the public house. A seasonal marquee had been erected during the summer for a number of years prior to the submission of the application and was considered by the applicant to be a key part of the pub’s activity and supporting the overall financial viability of the pubic house. A Music Noise Assessment and details of the financial viability of the pub had been submitted since the meeting of the Development Control Board on 19th April 2018 where the application was deferred.

 

Councillor Jarnell arrived during consideration of this item and confirmed that he had no declarations of interest to make on any item on the agenda (minute 15 refers). Councillor Jarnell took no part in the debate or voting on this item.

 

The Chairman introduced Mr Ashley Bateup who spoke against the proposal and Mr Julian Moat, Agent for the applicant, who spoke in support of the application.

 

Members’ attention was drawn to the circulated update.

 

Members noted that the recommendation was for temporary permission to be granted for the application until 30 September 2019 subject to conditions designed to mitigate the impact of the operation on local residents and that if permission was not granted the applicant would still be able to hold events in the pub garden without similar conditions being in place.  They also noted that a marquee could be erected on a temporary basis, ie. for one or two days, without the need for planning permission.The granting of a temporary planning permission would allow the impact of the operation to be monitored and reviewed at the end of that period.  

 

            RESOLVED:

 

That temporary planning permission be granted for the reasons set out in the report and subject to the conditions set out therein.
