Apologies for Absence

Minutes:

Apologies for absence were submitted on behalf of Councillors Brown, Burrell, and Perfitt.

 

The Chairman welcomed Councillor Hawkes to the meeting, and informed the Board that he had agreed that Councillor Hawkes address the meeting on application 14/01180/FUL.

 

The Chairman also informed the Board of the recent death of former Councillor David May.  Councillor May had been a Board member, and the Chairman asked that the Board’s condolences be passed to his family.

To receive declarations of interest from Members including the terms(s) of the Grant of Dispensation (if any) by the Audit Board or Managing Director.

The Board was informed that a report on an application for the siting of a mobile home and partial conversion of existing stables as a utility room had been withdrawn in order for substantial additional information submitted by the applicant to be addressed by Officers.

Proposal

The erection of 53 dwellings comprising 35 x 2 bed apartments,15 x 3 bed and 3 x 4 bed houses together with the construction of a new access road, parking spaces, bicycle spaces, refuse stores, associated landscaping, communal amenity space and playground.

The Board considered a report on an application for the erection of 53 dwellings, comprising 35 two bedroom apartments,15 three bedroom and 3 four bedroom houses, together with the construction of a new access road, parking spaces, bicycle spaces, refuse stores, associated landscaping, communal amenity space and playground.

 

The Board was informed that subsequent to the publication of the report, comments had been received from Crossrail seeking assurances regarding drainage issues, and additionally that Officers were seeking to ensure that the design of balconies on the development were of a suitable nature and were provided as part of the development.

 

The Chairman introduced Ms Mayo who spoke against the application and Mr Barrett who spoke in favour of it.

 

The Board also received comments on the application from Councillor Jonathon Hawkes one of the local ward members.

 

Members’ attention was drawn to the update which had been circulated.

 

Concern was expressed by the Board that the development should comply with “Secured by Design” standards, and at the possible impact that construction traffic could have on existing local residents.

 

RESOLVED

 

That the application be approved subject to:

 

1.    the conditions, reasons, and informatives contained in the report,

 

2.    the amendment of Condition 9 in the report to read –

 

Development shall not begin until a surface water drainage scheme for the site, based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development, has been submitted to and approved in writing by the local planning authority, in consultation with the Crossrail project.  The scheme shall subsequently be implemented in accordance with the approved details before the development is completed.  The scheme shall include details of how it shall be maintained and managed after completion.

 

3.    The addition of the following conditions and reasons–

 

Condition: The development hereby approved shall meet “Secured by Design” standards.  Prior to the occupation of the development, details of the Secured by Design accreditation shall be submitted to the local planning authority.  Development shall be carried out and thereafter maintained in accordance with the approved details.

 

Reason: To ensure that the proposed development provides an adequate degree of security in accordance with Policy B1 of the adopted Dartford Local Plan.

 

Condition: The balconies to the flats shown on the approved drawings shall be provided prior to first occupation of the flatted development hereby permitted and thereafter shall be maintained in accordance with the approved details.

 

Reason: To ensure an adequate level of amenity space in accordance with Policy B1 of the adopted Dartford Local Plan.

 

4.    The addition of the following Informatives

 

a)    Safeguarding is in place to extend the Crossrail service from Abbey Wood to Gravesend and Hoo Junction.  Works at Stone Crossing station may include the westwards extension of the existing platforms, removal of the level crossing and erection of a passenger footbridge together with associated railway works. The Board received a report on a consultation exercise being undertaken by Government on the details of proposed technical housing standards which will act as national standards to replace the numerous local standards, rules and codes that currently exist and are applied locally in addition to the current Building Regulations.

 

It was noted that the consultation document and response thereto had been considered by the Cabinet on 23 October 2014, and that the response had been approved.

Minutes:

Members received, for information, a report on the decisions taken by Officers under delegated powers, for the period 20 September to 16 October 2014.

 

Members’ attention was drawn to the update circulated.

 

The Chairman drew Members’ attention to the high number of applications dealt with and congratulated Officers on their hard work during the period.
